The Accredited Development Agency of Sandžak “SEDA,” headquartered in Novi Pazar, was founded in 2002 as an agency focusing on developing small and medium-sized enterprises (SMEs). Since 2009, with the assistance of the European Union Delegation and the Government of Switzerland, within the Program for the Development of Municipalities in Southwest Serbia (PRO program), it has been transformed into a Regional Development Agency. The Regional Development Agency “SEDA” is certified according to the ISO 9001:2008 standard, which pertains to development cycle management, and specializes in providing services in the field of training for small and medium-sized enterprises.
The founders of the regional development agency of Sandžak are the City of Novi Pazar, the Municipality of Tutin, the Municipality of Sjenica, the Regional Chamber of Commerce Kraljevo, the non-governmental organization “Citizens’ Forum,” the Directorate for Construction of the City of Novi Pazar, the privatized Holding Company “Vojin Popović” from Novi Pazar, and the Agricultural Cooperative of the City of Tutin.
The ultimate goal of the Regional Development Agency “SEDA” is to support the economic development of the Sandžak region. The main focus in this area of support is the development of local capacities, regional strategic planning, and project development closely collaborating with the Zlatibor, Morava, and Raška districts.
The activities of the Regional Development Agency “SEDA” in the region encompass a wide range of actions primarily aimed at supporting the business sector and business development. In this sector, the Regional Development Agency “SEDA” plays a key and proactive role in creating basic infrastructure for the economic development of the region through formatting. The formatting process involves several frameworks, primarily the creation of business incubators, business information centers, business parks, industrial zones, and management of business cycles for projects funded by the IPA funds of the European Union.
Another area of activity to support economic development in the region involves creating healthy conditions for sustainable economic development through collaboration with key factors in a local community, such as municipalities, non-governmental organizations, and socially responsible institutions. Enhancing investment potentials and promoting existence in the region is another aspect of activity that includes organizing trade fairs, B2B meetings, business forums, etc. The activities of the Regional Development Agency in the organizational part of the economic development of the region also include the development of strategic documents for local development, strategic documents, strategies for local development, integrative plans, etc.
Workforce education in the context of economic development in the region is encouraged through the education of the working population, including the organization of training sessions, seminars, internship programs, specializations, workshops, “know-how” techniques, methodologies, and similar organizational methods. In addition, the Regional Development Agency “SEDA” is involved in attracting funds from European funds intended for regional development, developing project proposals for funding programs by the European Union, representing the economic interests of the region, lobbying, marketing, and promoting investment potentials.

The Regional Development Organization “SEDA” was established to enhance local actions and regional development. We have come a long way since our founding to achieve today’s successes, and I can confidently say that we have made significant results over this period, whose effects we will recognize for many years to come. In addition to financial support and training, the Regional Development Agency also focuses on educating individuals with ambitions to start their businesses, aiming to improve small and medium-sized enterprises, with the ultimate goal of establishing long-term economic stability. I would particularly like to highlight the IT sector, to which we have dedicated attention considering the expansion of technology. This motivation inspired us to work on the first IT park, a smart center that, besides training young IT professionals, will ultimately lead to their employment. Despite being a young organization, the Regional Development Agency of Sandžak has achieved incredible and visible results, and in the upcoming period, we plan to significantly raise this bar.
